Profile of the Research Center for Cryptography Applications in the Education Sector

Under the leadership and guidance of the Ministry of Education and the State Cryptography Administration, the research center will focus on major issues and core key technologies in the field of cryptographic applications in the education industry. With the primary goal of establishing a cryptographic applications standard system and promoting the implementation of cryptographic applications in the education industry, it will fully leverage the prominent advantages of cryptographic professionals in universities. By creating a scientific research and service support team for cryptographic technology and application as the core, it will provide theoretical, talent, technological and platform guarantees for serving the major strategic demands of the education industry in the development of cryptographic technology and application.

As the only comprehensive application-oriented institute for commercial cryptography in China's education domain, the Center's main mandates are:

1.Top-level architecture. In line with the overall blueprint for education informatization, research and design a sector-wide cryptography application architecture that reflects the characteristics and requirements of education.

2.Standards and specifications. Based on real-world deployment scenarios, formulate industry standards and technical specifications for education cryptography and organize phased rollout and enforcement across the education system.

3.Sector-specific demonstrators. Build pilot demonstration projects for representative use cases—such as examination paper lifecycle management, degree verification, and fully encrypted (all-ciphertext) educational information systems—and deploy reference solutions in selected universities and education authorities.

4.Assurance platforms. Develop sectoral platforms and management systems, including an education cryptography program management platform, a training platform, and an interoperability/conformance testing platform for cryptographic products, to ensure smooth and secure adoption.

5.Curricula and textbooks. Relying on universities' cryptography faculties, compile multi-tier training materials and professional courseware and promote their use throughout the education system.

6.Professional training and capacity building. Carry out cryptography popularization and awareness programs. With the dual goals of strengthening hands-on cybersecurity capabilities and supporting employment, deliver technical training for students, teachers, and IT personnel, and conduct periodic rotation training for cryptography managers within the sector.

7.Compliance and security assessment. Perform comprehensive cryptographic application security and compliance assessments for critical information systems in the education sector and guide institutions in conducting standardized cryptography evaluations.

8.Thematic research. Organize research on topics including blockchain applications in education, privacy protection for educational data, and application and security evaluation of domestic cryptographic algorithms in education informatization, thereby promoting innovation in domestic cryptography and improving technology-to-practice translation.

At the end of 2022, the General Office of the Ministry of Education issued a notice designating Beijing Jiaotong University and Shandong University to jointly host the Center. The host universities attach great importance to this endeavor and will build the Center with reference to standards for MoE Key Laboratories and Engineering Research Centers, providing strong support in personnel, funding, and teaching resources. An Expert Committee has been established, chaired by an academician, with cryptography experts from universities and industry as members. Under the committee, an expert pool brings together outstanding cryptography talent to form an education-focused expert team tasked with advancing sector-wide cryptography application initiatives.

Serving as a bridge among universities, teachers, students, and enterprises, the Center aims to foster multi-level collaboration in standards development, technological innovation, talent cultivation, and employment promotion, and to play an active role in advancing the adoption of cryptography across education nformatization.

Research Center for Information Security Architecture

The Research Center for Information Security Architecture of Beijing Jiaotong University was established in 2001 under the advocacy of Academician Shen Changxiang, a renowned information security expert in China. It is a key laboratory of the Ministry of Information Industry. The center aims to enhance research on information security architecture and promote key technological innovations such as trusted computing and the cultivation of talents.

Academician Shen Changxiang is the director of the center. Currently, the center has 26 full-time faculty members, 30 doctoral students and approximately 120 master's students. The research center focuses on major security demands of the country and industries, and conducts research work in areas such as trusted computing and cryptography.

With the support of the research center, Beijing Jiaotong University was designated as a Beijing Key Interdisciplinary Discipline in Information Security, and was among the first 29 universities in China to obtain the doctoral degree authorization point in Cyberspace Science and Technology in 2016. In 2019, it was granted a postdoctoral research station in the first-level discipline of Cyberspace Science and Technology, and was also approved as a Beijing High-level and Cutting-edge Discipline. It leads the development of the 'New Generation Information Technology—Data Security and Privacy Protection' disciplinary track.

The research center undertakes sub-projects of the 973 Program, 863 Program, National Key Research and Development Program, National Natural Science Foundation, and other national-level projects from the Ministry of Education and Beijing Municipality. It also takes on numerous industry collaboration projects. In the fields of trusted computing, cryptographic applications, and trusted intelligent computing, it has published high-quality papers and obtained authorized national patents.

Overview of the Beijing Key Laboratory of Intelligent Transportation Data Security and Privacy Protection

Introduction The Laboratory of Intelligent Transportation Data Security and Privacy Protection, affiliated with Beijing Jiaotong University, was recognized as a Beijing Key Laboratory in 2016. The laboratory is positioned at the international forefront of intelligent transportation data security and privacy protection technology, and combines the characteristics of high demand and rapid development in China's transportation industry. It organically integrates theoretical research on data security and privacy protection with application research oriented towards the transportation domain, enabling data security and privacy protection methods and technologies to provide comprehensive safeguards for the rail transportation industry.

Overview of the Laboratory of Intelligent Systems and Cybersecurity

Introduction

Established in 2021, the Laboratory of Intelligent Systems and Cybersecurity at Beijing Jiaotong University focuses on research and testing in areas including artificial intelligence, blockchain technology, information security, and software testing. The laboratory is committed to advancing the development and evaluation of intelligent systems and cybersecurity technologies.

In 2024, the laboratory successfully obtained dual certifications: the China Metrology Accreditation (CMA) granted by the State Administration for Market Regulation, and the laboratory accreditation from the China National Accreditation Service for Conformity Assessment (CNAS), affirming its qualification to provide independent third-party testing services in software and information security assessment.
